Refreshing the Status Quo: Federal Highway Programs and Funding Distribution

Each year, more than $45 billion in annual Federal highway funding today is distributed to states based on real-world metrics from 2007. As Congress looks to reauthorize the FAST Act, Eno’s newest report (to be released October 1st) analyzed the past and present, and possible future of the distribution of Federal-aid highway funding to states to ask a simple question – can we do better? Eno lays out eight scenarios that test how states would fare if funding was distributed using updated needs-based and performance-based metrics.
